Add information about Stack Overflow to help page

Currently, the following text is on the help page https://typo3.org/help:

We encourage you to use Stack Overflow to ask and find answers to your TYPO3 questions. This way, others can also profit from given answers and found solutions.

Stack Overflow is not a general help forum, it is only for programming related questions and is pretty clear about what questions are welcome and what aren't.

Since TYPO3 is (most of the time) a very welcoming and friendly community but Stack Overflow is not (especially, if you don't stick to the rules) and people usually do not read the tour or help center, I think it would be a good idea to rephrase the text:

We encourage you to use Stack Overflow to ask and find answers to your TYPO3 programming questions. This way, others can also profit from given answers and found solutions.

(I am not entirely happy with this suggestion, maybe someone has a better one.)
