Resolve "Create nomination and voting possibility"

Fixes the nomination part of #532 (closed).

  1. Create a new page named "nomination"
  2. Add content element with Solr search on it
  3. Use filter supportsComposer_boolS and hasManual_boolS and set to 1
  4. Set template in tab "options" to Nomination template
  5. Create new page (access restricted) below "nomination"
  6. Add content element, plugin "Nomination list"
  7. Check for TS option plugin.tx_solr.settings.nominationList to set to the access restricted page
  8. Create FE user
  9. Click on "nominate"
