[BUGFIX] Fix regression in latest cleanups & add SOAP E2E tests

This change adds first E2E tests for SOAP API for local environments based on codeception.

Call it locally via ddev exec composer test:api

Via this change, two issues in the latest cleanup changes were found and fixed (in tx_ter_pi1 and tx_ter_helper).
