[TASK] Create HTML for news-Tab Container

Thorsten Griebenow requested to merge 10-task-create-html-for-news-tab-container into develop

This newsTabs box has example content. For functionality tests I included bootstrap js. Remove this if it is already included elsewhere. Use fluid render partial Page/NewsTabs.html to test it.

  • include bootstrap.min.js and small jquery functionality
  • partial in Partials/Page/NewsTabs.html and styles in Scss/layout/_navTabs.scss which are included in Scss/main.scss
