send mails via scheduler
As a voting admin I want to distribute the voting tokens in the background.
AC:
- Scheduler task can be set up and it can defined, how many mails are sent out per turn
- Mails are send out via background task
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
