Download button in the footer should not start a direct download but redirect to get.typo3.org

Summary

The download button in the footer section "Ready to get started? Download TYPO3 CMS for free!" directly starts a download action on the tar.gz archive. This is unexpected in confusing, especially for new users (some of them would not know what to do with tar.gz archive), or would like to download LTS version v9.5 and not sprint release 10.0

Instead of direct download, the link should point to https://get.typo3.org/ where an user can choose prefered version and package type, as well as can see installation instructions.

go to typo3.org, click "download"
