Introduce News Workflow

News at typo3.org (mainly those who are featured at the start page), should get proofread.

Proposal

Allow news articles are hidden by default

Acceptence Criterias

• Workflow is described for editors and public
• New articels are hidden by default, normal editors can't change the status
• BE Rights are set up (News_Chiefeditor), that this group is able to unhide articles
• Add an editor note to the be and describe the process
