Unzipped extensions have non-executable folders after download from TER

Workaround:

1. Download a zipped extension with a version in the last weeks, e.g. https://extensions.typo3.org/extension/libconnect/
2. Unzip it with command line
3. See folders without executable (x) flag

Older extensions (e.g. news from May) are correct.
