Patch renames the context menu options "Export to .t3d"
to "Export" and "Import from .t3d" to "Import".
The technical format detail is no good additional information
and also misleading since xml exports are possible, too.

For 4.5 a label for import/export was overridden and an extra file
was created for handling the legacy label.

The label is now merged into the original file and the overriding
option is removed.

Previously it was possible to add additional thumbnails to
exports of the EXT:impexp. This functionality is completely
outdated and not needed anymore.

Add an identifier based on timestamp to all language files. This
number must not be changed if a file is moved around. The numbers
are unique throughout the project. From now on, each language file
requires this number.

This change is required for the translation server, see blueprint

In order to ensure that multi-line labels can be properly translated on Pootle or
any 3rd party tool, it turns out that an additional attribute xml:space="preserve"
should be added to each and every <trans-unit> tag in the localization files.

Adding tabs at the beginning of lines for multi-line labels breaks the output
when the label is used in a preformated environment such as an email template.

Pootle uses the English XLIFF file has the template language and as such
it does not make sense to have "en" -> "en" translation files.

English XLIFF files are templates and should contain only a 'source', not
a 'target' element.

This commit contains:

- Remove of the target elements
- Remove target-language attribute
- Set the date attribute to the correct format
- Remove approved attribute

In the Core there are several labels, which contain strings, which
must not be translated. However, people on the Translation Server
translate them as sentences, which breaks functionality. The best
way to prevent this is to add translation hints to those labels
pointing out that they must not be changed.
