[BUGFIX] Catch RequestException in GeneralUtility::getUrl()

When a request in getUrl() fails (e.g. due to exceeded time limit, host
misconfiguration) Guzzle throws an exception.

This patch restores the behaviour of getUrl() before using Guzzle by
catching the exception.

Resolves: #75757
